- It was developed in 1805 by Sir Francis Beaufort, a British Royal Navy officer, to standardize wind descriptions for sailing vessel navigation. It was later adopted globally by the WMO.

- A hurricane corresponds to Level 12 (winds >= 32.7 m/s, 118 km/h, or 64 knots). It causes severe devastation on land and turns the sea surface completely white.
